SUMMARY 

JCCA is seeking a Vice President of Quality & Performance Management and Chief Compliance Officer to be responsible for the integration of organizational performance management, compliance and contract management, promoting the highest quality services for our diverse programs.  This senior manager will work in partnership with our dynamic leadership team on strategic planning, risk management, and program development by focusing management resources on critical agency priorities.

 

ESSENTIAL JOB RESPONSIBILITIES:

·        Refine and oversee agency wide system of programmatic performance evaluation through case record reviews, internal program and operational audits, internal and external data analysis, and the production of a wide variety of daily, monthly, and quarterly performance reporting

·         Oversee agency wide incident management process and reporting to assess and monitor risk; report incident trends and provide recommendations to resolve identified gaps in processes or protocols. 

·         In collaboration with senior leadership, review, refine and develop agency policies, protocols and procedures for the general operation of the compliance program and its related activities to prevent illegal, unethical or improper conduct.

·         Ensure compliance with all federal and state regulations for all programs. Perform ongoing risk assessments to identify potential systemic deficiencies in controls, duplication of errors, fraud or other areas of compliance risk.

·         Respond to alleged violations of rules, regulations, policies, procedures and standards of conduct by evaluating or recommending the initiation of investigative procedures. Consult with legal counsel as needed to resolve legal compliance issues. 

·         Oversee operation of independent review and evaluation body to ensure that compliance issues and concerns within the organization are being appropriately evaluated, investigated and resolved.

·         Organize performance audits and follow up with external oversight agencies at the city, state, and federal levels.

·         Ensure proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate or required.

·         Collaborate with the Human Resources department and others, as appropriate, to develop an effective compliance training program, including appropriate introductory training for new employees and ongoing training for all employees and managers.

·         Provide reports on a regular basis and, as directed or requested, keep senior management and the Board informed of the operation and progress of quality management/improvement, contract management and compliance efforts.

·         Perform other responsibilities and special projects as requested by the CEO and Deputy Executive Director.

 

QUALIFICATIONS:

This position requires a strong and experienced leader with at least (8) years of progressive management experience in compliance/quality management activities in a human services or non-profit organization

·         Bachelor’s degree required; Master’s degree preferred

·         Demonstrated track record in increasing organizational capacity to achieve strategic initiatives

·         Skilled in organizational performance management, specializing in the creation and achievement of data driven goals

·         Able to translate complex ideas and strategies into clear, concise and compelling narratives

·         Able to effectively communicate and collaborate with a diverse group of internal and external stakeholders at all levels

·         Knowledge of Connections, MyEvolv or other electronic health records a plus

·         Familiar with child welfare laws and regulations and understanding coding and reimbursement systems is a plus

·         Intermediate to Advanced skill using Microsoft Office required

*This position will require travel to worksites in NYC boroughs and Westchester
